I agree with many of the suggestions posted. I would choose a Moon in an applying aspect to a benefic in a good condition. Of course, it depends on what kind of trick you wish to play. In that sense, make sure that the planet in question ruling the matter-Mercury?- is in a good condition too, not applying to malefic.

I didn't prank anyone either. At least, not since years before I took up astrology!

I was actually considering an idea for a fictional story in which a character who has some astrology under their belt decides to play a prank and uses an event chart to get away with it. But it got too complicated in my mind, so I didn't write it. And thinking about it made me think about the idea in more general terms. Like, what if someone were trying to get away with murder instead of just a prank?

Usually wouldn’t bother. Give me the ticket, I will either pay it, or take pictures and prove why in front of a judge. Been there, three times. For photo radar though. They clocked and then sent out to all vehicles in the picture. Probably cost more to fight it. Loss of wages. My husband and I are Libra, we both felt it was worth the lost wages to fight it.

Photo radar should be banned.

You have to appear twice to fight it. Once to say you want a court date. Once to appear before a judge.

Most just pay, too much time to fight it. Easy money grab, should be illegal.

I haven’t read the whole thing yet, but as the frequency of Neptune in the 12th is there, hidden things.

The way they operate is by conjunctions or aspects to inner planets.
So, while inner planets are both nouns and adjectives and both represent and describe things, outer planets are just adjectives, they just describe things. They need a connection to inner planet to be "operational".
That being said, outer planets are always malefic in worldly matters but they might have mystical or spiritual signification (but not necessarily).
Their powerful spiritual signification would typically manifest in truly spiritual people like ascetics, hermits and yogis (not fake spiritual people like pope who sits in golden chair), who would have very poor material conditions. But truly spiritual people don't mind poor material conditions.

In event chart:

Anything that has "cannot see" or "cannot be seen" signification.

Combustion. If authorities are combust, they are weak, they cannot see clearly (they don't understand the situation). If perpetrator is combust, not so good for not being caught still "hidden form sight, not able to be seen" may apply.

Aversion. Signs that don't aspect each other have also "cannot see each other" meaning. So, authorities and perpetrator in signs of aversion cannot see each other. Authorities are looking for perpetrator but they just never see him.

Aspects. No applying aspects = no contact, no interaction. No aspects between authorities and perpetrator = they never catch him. Additionally, if authorities have aspects with malefics = obstacles and difficulties for them.

Signs. Essential dignity, authorities in detriment or fall = they are incompetent, very bad at their job = lesser chance to catch the perpetrator.

Houses. Authorities in cadent or unfortunate house = unable to act. Perpetrator in angular house = free to act.

Combination of all above, the more, the better for not being caught.

As for outers influence, maybe chart of Nikola Tesla is a good example.
He had Sun/Venus conjunction sextile Uranus and trine Neptune and also Saturn sextile Pluto.
He was a brilliant mind, "out of this world", bordering with mystical.
But he was also a deeply sad human being, who spent half of his life talking to pigeons, died forgotten and in poverty. He never cared for material possessions. What outers give on one side they take on the other side. Or they just take. It doesn't have to be poverty, it can be all sorts of unpleasant things.
