In event chart:

Anything that has "cannot see" or "cannot be seen" signification.

Combustion. If authorities are combust, they are weak, they cannot see clearly (they don't understand the situation). If perpetrator is combust, not so good for not being caught still "hidden form sight, not able to be seen" may apply.

Aversion. Signs that don't aspect each other have also "cannot see each other" meaning. So, authorities and perpetrator in signs of aversion cannot see each other. Authorities are looking for perpetrator but they just never see him.

Aspects. No applying aspects = no contact, no interaction. No aspects between authorities and perpetrator = they never catch him. Additionally, if authorities have aspects with malefics = obstacles and difficulties for them.

Signs. Essential dignity, authorities in detriment or fall = they are incompetent, very bad at their job = lesser chance to catch the perpetrator.

Houses. Authorities in cadent or unfortunate house = unable to act. Perpetrator in angular house = free to act.

Combination of all above, the more, the better for not being caught.

As for outers influence, maybe chart of Nikola Tesla is a good example.
He had Sun/Venus conjunction sextile Uranus and trine Neptune and also Saturn sextile Pluto.
He was a brilliant mind, "out of this world", bordering with mystical.
But he was also a deeply sad human being, who spent half of his life talking to pigeons, died forgotten and in poverty. He never cared for material possessions. What outers give on one side they take on the other side. Or they just take. It doesn't have to be poverty, it can be all sorts of unpleasant things.

The outers, are strong in my chart. Closely aspecting angles and planets. It is impossible to ignore them.

Tesla is the person I would choose to meet if you could meet one person from the past.

He had an aversion to pearls.

He wanted AC to be free for the people. JP Morgan and Edison allied. Money was made.

Yes. "Getting away with it" is a matter of rephrasing the question and looking at it as "if perpetrator will be caught". I don't think you can have some astrological signification to immediately mark some crime/event as solvable or unsolvable in the future, in the event chart. But you can look if perpetrator will be caught. That's pretty much the same thing.
