Yes, of course. one should avoid using "Is the rumour true?" approach whenever possible and ask direct question instead.Going off of both Cap and JupiterASC - I would definitely recommend going the route of horary. However - I find my answers to be much more accurate when asking the question plainly. For example If the rumour is that my coworker may be pregnant - utalzing L3 would be useless - I would have a much more easier (and accurate!) time using L7 then looking for a connection with their turned L5 - if the rumour is much more harder for me to visualize in the chart for example Will the sun combust in 2027 -then I would look at L3.

That said, there is of course a huge subjective element in astrological practice, for a variety of reasons; mostly having to do with the differences in being of the practitioners, but also because we are trying to understand how the cosmos works, which humans (all of us) can hardly help but struggle with.
